In Wikipedia We found a definition:
Cinemagraphs are still photographs in which a minor and repeated movement occurs. Cinemagraphs, which are published in either animated GIF format or as video, can give the illusion that the viewer is watching a video.
They are commonly produced by taking a series of photographs or a video recording, and, using image editing software, compositing the photographs or the video frames into a seamless loop of sequential frames. This is done such that motion in part of the subject between exposures (for example, a person's dangling leg) is perceived as a repeating or continued motion, in contrast with the stillness of the rest of the image.
The term "cinemagraph" was coined by U.S. photographers Kevin Burg and Jamie Beck, who used the technique to animate their fashion and news photographs beginning in early 2011.
In December 2014, the United States Trademark and Patents Office awarded the trademark for the term "cinemagraph" to Flixel Photos, Inc., a Canadian software manufacturer.

GIFs are a old technology from the 80s and now We can show photography and movies in 4K resolution or more.
So when We create a cinemagraph We are speaking about High Quality images and of course infinite possibilities.
Big brands are using cinemagraphs in advertising in a different way on their marketing strategies and the result is amazing. For example:
How to create a Cinemagraph?
Software
There many ways to create your own Cinemagraph. I will try to show now.
- Smartphones - You can use your Smartphone. You can find a list os best apps to Android and IOS here. In my caso I use Windows Phone so for me the best is Lumia Cinemagraph .
- Desktop - Some people use After Effects or Photoshop but you can use a simple software from Microsoft named Blink Cliplets is easy and fast but the quality of the cinemagraphs are limited. Flixel is the big boss when We are speaking about cinemagraphs, They have a amazing software for Apple OS X and one app for Iphones and a cloud storage plane to show your cinemagraphs.
Video
Yes, you will need a short and stable video. I recommend to use a tripod or try to find a place to put your camera ou Smartphone.
To create the cinemagraph at the top of this post I found a beautiful video on Youtube and after used a software to download it.
The process
In your Smartphone or in your computer you will need to follow basically the steps bellow.
Trim your clip
Import a video, image sequence or capture in camera. Trim the clip to the perfect length.

Export a still
Export a still frame to Photoshop or other image apps for editing, then import it back.

Mask out area
Select an area to bring to life by simply "live-masking" motion right into the image.

ArcGIS Online - Ireland's top tourist attractions - 2014 - Mobile preview

This is a mobile preview on Youtube of my Web Application using ArcGIS Online accessed by Nokia Lumia 930.
The Subject
I found an article on Independent.ie about the Top 10 Fee Attractions in Ireland - 2014 . The article is perfect because offer a list of places and number of visitors. ;)Places
images, and multimedia content. They make it easy to harness the power
of maps and geography to tell your story.
Using
the information available on article (places and total of visitors)
plus some pictures and youtube videos from the internet , combined with
the power of ArcGIS Online was created a Map Tour using the ESRI Story
Maps.
